All Halal applications have to be made via LicenceOne (https://licence1.business.gov.sg). You may wish to refer to the steps below for a better idea: Generally, there are 3 types of requirements in the Halal application process:
- Halal Requirements - All raw materials used must be Halal and substantiated with supporting documents;
- Staffing Requirements - There must be a minimum of 2 or 3 Muslim staff employed in each premises applied for Halal certification (3 for Catering or Central Kitchen)
- System Requirements - The applicant must comply with the 10 principles of the Singapore Muis Halal Quality Management System (HalMQ).
Refer below for the process of applying to Muis Halal Certification.
1. Steps to follow prior to submitting an Application for Muis Halal Certification:-
Muis Halal Certification Conditions (HCC): Please read through Muis Halal Certification Conditions (HCC) found on our website, http://www.halal.sg > Halal Certification > Scheme Types & Eligibility Criteria (HCC) before submitting the application in LicenceOne (https://licence1.business.gov.sg). Fees Schedule: The list of fees schedule is as attached and can be found the website, Muis | Muis: Halal Please take note that application fee is applicable for new applications for all schemes and is non-refundable.
Application: All applications are submitted via LicenceOne. Please log-in using your CorpPass (applicable to all other schemes) or SingPass (applicable for Hawker and School Canteen schemes).
<brand name=""><company name=""><halal certifying="" bodies="">Muis Halal Competency Assessment (HCA):</halal></company></brand>
<brand name=""><company name=""><halal certifying="" bodies=""> It is mandatory for one Muslim representative / Halal Assurance Officer and the Halal Team Leader of the company's Halal team to attain a Halal Competency Assessment (HCA) pass. Registration to sit for the HCA can be done at https://hca.studyworks.com.sg.
Process of Halal Certification:-
- Desktop Audit
Muis Halal officer will look through your application online. If the application lacks any information or requires clarifications, our officer will send you a shortcoming notification/"Request For Action" (RFA) through the system.
- Shortcoming / Request For Action
Please follow the steps to submit the requested information in the system. Kindly ensure that you reply to the shortcoming notification prior to the deadline given, via LicenseOne on or before the due date.
- Audit Inspection
Muis Halal officer will then make an appointment to come down for the audit inspection.
- Recommendation
Muis Halal officer will recommend the application to Muis Approving Team upon compliance with Muis Halal Certification Conditions.
- Approval
An invoice will be sent to the registered email once the certificate is ready for collection.
2. Steps to follow Post Certification: Muis Halal certificate holder shall ensure that Muis Halal Certification Conditions are complied with at all times. Pursuant to Muis Halal Certification Conditions, companies are required to update Muis by submitting a 'Change"/"Amend" Application, should there be any changes to their halal team, Muslim staff, supplier, products or ingredients/raw materials.

Halal Certification in Singapore is voluntary. Businesses decide whether they want to apply for halal certification. Should they proceed to apply, there will be a series of desktop and site audits to determine if the company is capable in maintaining and complying with MUIS halal conditions and requirements. Inspections and checks will continuously take place post-certification. As a basic guideline, generally there are 3 types of requirements in the Halal application process:

For
clients requiring halal food for events held at non-halal certified hotels, we
do offer the services that you require which is the Ad-Hoc Halal Certification
Services.
We
offer 3 Packages for this service:
Package A, which comprises of both ritual
cleansing and food verification service;
Package B, which comprises of the ritual
cleansing service only and
Package C, which comprises of the food
verification service only.
We
generally recommend Package A to our clients, as it is inclusive of both
services that are essential in assuring that the food that will be served in
the event is halal-compliant.
To apply for our Ad Hoc Halal Certification Services, you would have to
complete our application form and forward us the completed copy, along with
menu card for the event and supporting halal certificates for its ingredients,
latest by 14 working days before date of event. We will alert you should there
be any shortcomings in your application and give you a deadline to rectify.
After all the requirements have been met, we will process the application and
issue you an invoice within 5 working days.
Please
do note that we are unable to make any arrangement for the date and timing of
the cleansing as it is subject to our contractors' schedule. However, we will
take note of the requested date, and will provide their contact numbers when we
issue you your invoice, to which you may proceed to liaise with them directly.

Halal certification is voluntary, and it is a business decision for companies if they wish to attain Halal certification. Fresh, whole eggs are suitable for Muslim consumption on condition that it has not been cross-mixed with any non-Halal ingredients.

General Information |

It is part of our review and evaluation process but you may still express your interest / disinterest for a two-year certification via email.
|
2. |
|
|
Both EE Cat 1 and PA certificate holders are considered as high halal risk and thus not eligible for two-year certification validity.
|
3. |
|
|
The payment for the two-year certification shall be made during Stage 2 of the renewal application in full.
|
4. |
|
|
On a case-by-case basis, Muis may consider a refund for an outlet that has ceased operations due to valid reasons such as termination of lease, end of lease, etc.
|
5. |
|
|
A first-time applicant cannot request for two-year certification as its Halal Quality Management System (HalMQ) is new.
|
6. |
|
|
You may inform Muis at the end of the audit during the closing meeting and through email.
|
7. |
|
|
The Brand Owner certificate validity will be tagged to the certification validity of the OEM/contract-manufacturer.
|
8. |
|
|
Muis will conduct its investigation to establish the facts and shall be fair and reasonable in its review and evaluation.
|
9. |
|
|
Muis will not refund companies who have breached the Halal Certification Conditions (HCC).

For new businesses applying for Halal certification, it is mandatory to have at least 2 staff (Muslim Personnel & another Halal Team member) who have attended Muis Halal Foundation Programme. Hence, you will only be able to submit the application once this criteria is met.

For small business entities, you may use your SingPass to log into LicenceOne for your Halal transactions. Please also note that SingPass users are only able to submit Halal applications under the Eating Establishment scheme – Hawker or School Canteen Stall. If your scope of operations involve catering and/or supplying to other outlets, you will be required to register under CorpPass.

For Endorsement scheme, the required documents are: 1. Packing List 2. Veterinary Public Health Certificate (export of frozen / processed poultry) 3. Halal Slaughtering Certificate (Meat items only) 4. Transport Bill of Lading 5. Valid Halal Certificate issued by Muis for Product / Whole Plant Scheme 6. You will need to email to MeS_3.0@muis.gov.sg to get a Request For Action to be sent to your application.

For multiple schemes in one location/premises, you are only required to submit ONE Halal application.

For chain outlets located in different locations/premises, you are required to submit separate Halal applications (eg. 5 diffferent outlets require 5 Halal applications).

Follow these steps: 1. Get your Certificate Number (top right hand corner of your certificate) or in current eHalal system ( https://www.halal.sg/ehalalv2/Login.aspx). 2. Login to LicenceOne ( https://licence1.business.gov.sg) with either CorpPass (Companies) or SingPass (Individual owned business). 3. Click on Licence Application tab and select Renew Expiring Licence. 4. At the Profile page, enter your Certificate number in the Licence Number* field. 5. You will receive an "Error Message" 6. Logout of LicenceOne 7. After two working days, repeat Steps 2 to 4. You should be able to proceed with your renewal application. If you have already submitted your application and it is being processed, you need not resubmit. Upon approval your application and payment of the certificate, data will be automatically migrated to LicenceOne.

In LicenceOne, there are 2-stage payments and they are as follows: For NEW applications: Stage 1: 100% Application Fee* + 40% Certification Fee Stage 2: 60% Certification Fee
For AMEND applications: Stage 1: No Fee Payable as yet Stage 2: 100% Payable if applicable For RENEWAL applications: Stage 1: 40% Certification Fee Stage 2: 60% Certification Fee All fees are payable online via Nets, Credit, Debit, PayPal, interbank transfers and Giro. We are moving away from accepting cash and cheques; cash and cheques will still be accepted but only for the next six months until end of Mar 2019. * Application Fees is applicable only to NEW applications

We have introduced a new feature in LicenceOne which is Auto-Renewal for ALL schemes. Applicants who opt in for Auto-renewal will NOT be required to submit subsequent renewal applications. Prior to the expiry of their existing Halal certificate, a new certificate will be issued after a successful GIRO payment for the renewed Halal Certificate. Nevertheless, we will still continue to do unannounced checks to ensure compliance by the certificate holders.
